This small gambrel-roof house was built by James Mercer, a lawyer and active citizen in Revolutionary-era Fredericksburg.

James Mercer was one of Virginia's delegates to the Continental Congress in 1779. After the Revolutionary War, he became the first president of the Fredericksburg Academy, a school authoriaed to take over the resources of the gun factory operating during the Revolution. He ended his career serving on the Virginia Court of Appeals.
